Let's face it. There are times when groups disagree.
At those times, it is important that recourse is fair so that actions reflect the best interest of the group as a whole.
We seek the following basic democratic policies for decision making in our school district:
Goal: The administration will no longer chooses who sits on school and district level committees to represent students, families, and teachers. We will choose our own reps. The number of reps & vote tallying should be fairly apportioned.
Goal: All stakeholders, including teachers, students, & parents, can add agenda items on any allowed subjects.
Current admin plan** does not provide for this and currently leadership teams parent delegates were told they can’t add agenda items.
Goal: Administration (principals, superintendents, board) can override only on certain legally required issues.
Current plan drafted by administration** allows override on all issues, calling purpose into question, and stripping all other stakeholder groups of any meaningful decision-making power.
Goal: All stakeholder groups can have input on qualifications and selection criteria for open admin positions & send reps to sit on search committees.
We can follow other school districts to build this important opportunity for a system of checks and balances in our local school government.
Goal: All stakeholder groups can participate meaningfully because they access to the basic information they need through a dedicated webpage on the district & school websites and can communicate bi-directionally with their constituents.
Currently, it is difficult for non-administration stakeholders to get information about when and where meetings are being held, what is on the agenda, and how to participate.
Goal: The KCSD BOE's Policy Committee gives the Shared Decision-Making Plan Drafting Committee a fresh start by bringing in an independent third party trained to help groups design workable shared decision-making plans.
Frankly, the first four meetings of the plan drafting committee did not go well under the administration's facilitation. The last meeting was prematurely adjourned and the Administration has called its draft "Final," which other committee members contest.
The above are the core of our agenda, but many other provisions copied from successful shared decision-making plans in other districts could help teams get a jump start on quality working relationships.
